The biologic virus seems like a tool that God is getting a lot of milage out of. In other words, God is using biologic virus' to steer humans into bad decisions that we would otherwise not make.
Think of the different scenarios and how God, Satan and world governments use them to test and control people.
God is always looking to see who will turn to God in their hour of need. And who will continue to love and worship God, even if they die of some horrible thing, like a virus. Love Me no matter what, says God, as shown by the treatment that Job got in the Bible.
Satan is always looking to get good information on how to control people during the "anti-Christ" period of 7, 3 1/2, or less years in revelation of the Bible. This is a time when Satan and his angels are kicked out of heaven and rule physically on earth for some period of time, generally thought not to exceed 7 years. True Christian believers will be killed and those that receive the mark in their forehead or hand will eventually be thrown into the "lake of fire" for all of eternity. So virus' give Satan insight into how to control people through fear and the media.
World governments are currently a curse from God, as described in I Samuel 8, in the Bible. No matter how hard we try world governments are used by God to chastise humanity for our rebellion against God. Satan is given considerable latitude in how to manipulate and twist governments to accomplish God's will. Satan is actually defeated, and basically carries out orders from God on how to punish and deceive humanity.
